   City Ordinance No. 99-02 is an ordinance adopting the official seal for Victorias City, Negros Occidental, Philippines. It shall govern the creation and adoption of the new seal for the City of Victorias.

    The official seal of the City of Victorias bears the inscription Lungsod ng Victorias; printed in blue and the Pilipinas printed in red within the circle.The year 1880 corresponds to the date when the Municipality was founded and 1998 as the year when it was declared a component city of the Province of Negros Occidental, which also coincides with the celebration of the centennial year of Philippine Independence. The inner part of the circle is divided into 3 equal parts, which shall represent the 3 aspects of development of the City of Victorias, namely:

a) The upper triad which represents the political aspect the icon of the restored Municipal building, being the seat of political power, reflects the people's natural artistry, humility and strength of character

b) The lower right triad represents the Economic aspect which depictsVMC Sugar Central, known as one of the biggest sugar centrals in Asia and a landmark of the City. In the foreground the sea/river, shows the abundance of marine life in Victorias, representing the fishing industry of the
City.

c) The lower left triad focuses on the social aspect, featuring Gawahon waterfalls, a potential tourist spot and a natural resource that shows Nature at its finest, typifying the social concern of the City towards preservation of the nvironment.
The sugarcane which extends over the two lower divisions of the circle has twenty-six nodes (buko-buko) representing the total number of Barangays that comprise the City, while the sugarcane leaves symbolize order and serenity.

     The background of the two lower triads of the inner circle of the seal is the Philippine Flag, so that the right has a red background while the left has a blue background.

     With the adoption of City Ordinance #99-02, s1999, all ordinances and resolutions, which create and adopt the corporate officialseal of Victorias, is changed and modified accordingly. All government agencies and instrumentalities, owned or controlled corporation in the City of Victorias are enjoined to recognize the official seal by virtue of the ordinance approved last August 13, 1999. Effectivity of the ordinance will be immediately upon its approval.

     The new official seal of the city was conceptualized and designed by Mr. Eduardo L. Dulaca of the City Engineer's Office.

 
.: CITYHOOD - REPUBLIC ACT 8488 :.

     Republic Act No. 8488 ; An act converting the Municipality of Victorias into a component City of Negros Occidental, to be known as the City of Victorias. Victorias, a progressive town in the 3rd Congressional District of the Province of Negros Occidental was converted into a component city when Republic Act No. 8488 was signed into law by then Pres. Fidel Ramos last February 11, 1998 at Malacanang Palace, Manila.

     Witnessing the signing were officials and other key officials of the House of Congress and the Senate. As a requirement of the City Charter, a plebiscite for the ratification of R.A. No. 8488 was held on March 21, 1998. An overwhelmingYES vote of 15,985 ratified the conversion of Victorias into a component city.

     On March 21, 1999, Victorias City celebrated its 1st Anniversary dubbed as the Kadalag-an Festival. A festival of rejoicing and celebration of the triumph of the municipality over adversity and apathy in its long and aduous struggle for peace, progress.

     Victorias City belongs to the 3rd Congressional district of the Province of Negros Occidental. It has a total of 26 barangays – 9 of which are in the poblacion, 9 are in the VMC area and 8 are rural barangays.

     Three (3) were created under Republic Act. No. 3500 which was signed and approved by Former President Diosdado Macapagal on June 22, 1963 and they are as follows:
